You have set the datarate so high that the pipe craps out and "hiccoughs."

Considering that I am on a 20MB-Down/2MB-Up cable connection, and that our videos are being served off huge file servers that do not have to run to the disk to grab them, the stall comes from my connection.

Considering that most of the people that I know do not have 20 down accounts, if it is hiccoughing on my connection, it is really going to get nasty on many others.

Some of the biggest and most successful videos here in the COW, run at 1 to 1.5 MBPS as their target rate when they were encoded.

The video would be much better if it didn't hiccough so often.
